Returns the capacity (measure of performance) of a given logical core.
The capacity reported by the kernel already reflects the maximum frequency of each core. If
per_mhz is true, this frequency normalization is reversed when the frequencies are available,
i.e. the returned value is the capacity per MHz relative to the core with the largest maximum
frequency, which is what the DT capacity-dmips-mhz property expects.
