The downstream base address of the port. Needed to send plug and unplug signal.

Currently attached devices that should be removed.
devices_to_add: VecDeque<Vec<GuestDeviceStub>>
Devices to be added each time send_hot_plug_signal is called.
port: Arc<Mutex<dyn HotPlugBus>>
